Administrative Assistant

Hopkins County Public Works is seeking an upbeat multi-tasker with excellent communication skills to fill a full-time administrative assistant position in the sanitation department. Candidates will assist management and fellow employees by handling office tasks, providing polite and professional assistance by phone, mail, and e-mail, and generally be a helpful and positive presence in the workplace. Candidates must have a high school diploma or equivalent to apply, and comfort with computers, general office tasks, and excellence at both verbal and written communication is a must. Experience with grant writing and producing regular reports is preferred.

JOB TITLE: Planning Director

DEPARTMENT: Hopkins County Joint Planning Commission

REPORTS TO: Hopkins County Joint Planning Commission

SUMMARY

The general purpose of this job is the current and future land use planning and development for the jurisdictional members of the Hopkins County Joint Planning Commission.

RESPONSIBILITY

The ideal candidate has knowledge of planning, zoning, and land use principles, including the interpretation and implementation of laws, codes, rules, and regulations.

In addition, the candidate should be skilled in providing positive, solutions-oriented, and effective customer service and promoting a culture of teamwork by treating coworkers, stakeholders, and applicants with respect and dignity and engaging in open dialogue with diverse voices. Candidate will supervise all employees of the Commission.

Collaborates with architects, engineers, contractors, professional services and other construction specialists. Holds all aforementioned and other firms accountable to ensure that all projects are in compliance. Develops and implements goals, priorities, policies and procedures relating to Planning and Community Development.

ESSENTIAL DUTIES

Comprehensive planning

Representative to City and County Members

Member of regional planning groups (ie: PADD, GRADD, STUDY GROUPS etc.)

Member of City and County Groups

Research and prepare recommendations to the Planning Commission concerning zoning map amendments, zoning text amendments, major plats, development plans, etc.

Other duties as assigned or required.

COMPUTER SKILLS

Efficiency in MS Office, ArcMap, File Maker, AutoCad

EDUCATION AND EXPERIENCE

Bachelor's Degree in Planning or related field. Minimum of three years direct work experience in a planning office. AICP preferred

Judge-Executive Jack Whitfield, Jr. has issued an Executive Order establishing a curfew for Hopkins County, effective immediately, that will improve social distancing and decrease the spread of COVID-19, the novel coronavirus, in this area.

The curfew is a result of consultation with Health Department officials, area health care services, local law enforcement, and others regarding the quick spread of the disease. On Thursday, March 26, the first two cases of COVID-19 were confirmed in Hopkins County. As of Thursday, April 2, three county residents have died from the virus and the Hopkins County Health Department has confirmed 33 cases of COVID-19. Many additional residents are in quarantine or self-imposed isolation.

The provisions of the curfew are:

• Those 18 and younger should not be in public between the hours of 8 p.m. and 6 a.m. unless accompanied by a parent or legal guardian, or on the way or actively engaged in employment.
• Groups of 10 or more people congregating in any place open to the public are prohibited. This does not prevent unassociated persons from being in a public place, such as a grocery store or outdoor park.

The Executive Order will be enforced by all local law enforcement agencies after all reasonable efforts for voluntary compliance have been exhausted.

On March 16, 2020, Judge-Executive Whitfield declared a State of Emergency in the county due to the impending spread of COVID-19. State law gives the Judge-Executive the authority to declare a curfew during a State of Emergency.

Until further notice, plastics and cardboard recycling has been suspended at all county convenience centers. The service will resume once COVID-19 restrictions are no longer necessary.

Additionally, residents who are disposing of more than one pickup truckload or equivalent trailer load per day of yard waste such as dead plants, leaves, grass, and limbs should take them to the Barnsley Center at 5697 Old Hopkinsville Road.
